Mr. O'Beirne to Sir Edward Grey-(Received June 26.)
St. Petersburgh, June 21, 1911. THE "Official Messenger" of to-day's date states that, in view of the urgency of the matter and of the fact that the Legislative Chambers are not sitting at present, the Council of Ministers, held on the 19th instant, decided to establish a Russian consulate at Kobdo and a vice-consulate at Aigun by the powers given to the Government under article 87 of the fundamental laws. The necessary funds are to be taken from any balance over from this year's estimates of the Ministry of Foreign Affairs. It is estimated that the annual cost of these two posts will amount to 36,875 roubles (3,700!.).
